Participants may adopt either a collective model or an individual model. The law covers primary, secondary, and tertiary packaging and includes plastic plates, cups, and cutlery. Packaging covered by other reverse logistics systems (e.g., pesticide containers) and mixed packaging that contains paper or cardboard are exempted from this new reverse logistics system.
National targets for plastic packaging recovery under the system start at 32% in 2026 and increase to 50% by 2040. Goals for incorporating recycled content into plastic packaging start at 22% in 2026, and increase to 30% by 2030, and 40% by 2040. The recycled content targets do not apply to food packaging.
The reverse logistics programs should include drop-off points, and processes for sorting and cleaning returned recyclables. As part of these programs, manufacturers, importers, distributors, and traders also are responsible for educating consumers on how to properly separate returnable and non-returnable packaging, where to return recyclable and reusable materials, and how to pre-clean packaging.
